Referring to Sir Henry Blake's Despatch No. 289 of the 17th June, 1903, and to my Despatch No. 10 of the 9th January, 1904, I have the honour to transmit the enclosed Petition with its enclosures addressed to Your Lordship by certain persons who purchased from the assignees of the original claimants the property at Kowloon City which is referred to in the 6th and 7th paragraphs of Sir Henry Blake's Despatch quoted above.

A Petition identical in its terms to the one addressed to Your Lordship was on the 12th March sent to Sir Matthew Nathan by Your Lordship's Petitioners, and I annex a report upon it by the Crown Solicitor together with copies of correspondence which has passed between the Colonial Secretary and the Solicitors
